DESCRIPTION
Effective January 1, 2008, engines built for vehicles registered in California or a CARB (Air Resources Board of California)
opt-in state must be emission certified under the new California Idle Reduction Rule (CCR Title 13 Section 1956.8(a)(6)). A
CARB opt-in state is any state other than California that requires CARB emission certified engines. The new ruling states that
new diesel-powered vehicles with a GVWR greater than 14,000 lbs and a MY2008 or later engine that are initially registered in
California must have a tamper-proof engine shutdown system (ESS) or a low NOx idle main engine unless it is a vocationally
exempted vehicle.
As of September 1st, 2015, 4 other states have adopted California's emission requirements. Engines built for vehicles
registered in one of these states, Georgia, Maine, New Jersey, and Pennsylvania, must be emission certified under the new
California Idle Reduction Rule (CCR Title 13 Section 1956.8(a)(6). These states are known as Section 177 states (Section 177
of the Clean Air Act covers states adopting California's standards).

There are three different sales codes to comply with these regulations:
12WZC EMISSION COMPLIANCE Tamper-Proof Engine Shutdown System, Complies With California Clean Air
Regulations.
12WZD EMISSION COMPLIANCE Engine Shutdown System Exempt Vehicles, Complies With California Clean Air
Regulations.
12WZE EMISSION COMPLIANCE Federal, Does Not Comply With California Clean Air Regulations.
If you need to change a truck from one of these codes to another, you will need to start a case file (see IK3000111 for
instruction) with the Vehicle Programming group. This change is not automatically approved. You must have the proper
paperwork. Here are the requirements:
If the vehicle has not been delivered to the customer, there will be no paperwork required unless going to 12WZD AND not
one of the Exempt Applications listed above.
If the vehicle is being changed because it is no longer registered in California or an opt in state, we will need a copy of the
registration showing where it is now registered attached to the case file.
If the vehicle is to be changed to 12WZD (California Exempt) we will need proof that the vehicle meets CA exempt
vehicle criteria Section 1956.8 of Title 13 California Code of Regulations (copy of registration or letter from registrar or
other government agency identifying and confirming exempt vehicle type: bus, school bus, tour bus, transit bus, RV,
military tactical or authorized emergency)
A new engine emission decal is required that reflects the California No Idle programming change.
The engine programming should not be changed until the new engine emission decal is installed.
When this request form is submitted, a new emission label will be ordered and shipped to you. These labels are printed on
demand by VIN. The usual delivery time for the label is 2 – 3 business days.
Please plan the programming change of the vehicle with the receipt of the new engine emission decal. Be advised that the cost
for the new decal is $100.
NOTE: If you are requesting 12WZD for an exempt vehicle, It may be best to have the customer send you a copy of the vehicle
registration and submit the case file for the CARB request, so that the vehicle can still be used as it awaits a new engine
emission decal. This process will take multiple days to print and ship the label.
DO NOT program the changes in the vehicle without installing a new engine emission decal!
